I have an iPhone 3GS running iOS 5.1.1 with the 06.15.00 iPad baseband and would like to upgrade to iOS 6. Is it still possible to jailbreak and unlock the device after the update, and what are the best tools to use?

Yes, you can upgrade your iPhone 3GS to iOS 6.1.6, which is the final firmware available for this model. Since you currently have the 06.15.00 iPad baseband installed, it is highly recommended to first use Redsn0w to downgrade your baseband to 05.13.04. This will fix GPS functionality and allow for a cleaner unlock. After downgrading the baseband, you can restore to stock iOS 6.1.6 using iTunes. You can then jailbreak the device using tools like p0sixspwn or Redsn0w. If you use Redsn0w, you may need to manually select the iOS 6.0 IPSW for the software to recognize the device. Once jailbroken, you can install Ultrasn0w from Cydia to unlock the phone for use with other carriers.
