I have an iPhone 4 running the iOS 7 beta and it is performing poorly. I would like to downgrade back to iOS 6.1.3. Is this possible for a GSM iPhone 4, and what are the steps to perform the downgrade?

To downgrade your iPhone 4 from iOS 7 beta to iOS 6.1.3, you first need to check if you have saved SHSH blobs for the version you wish to return to, as Apple eventually stops signing older firmware. If you have your blobs, you can use a tool like iFaith or redsn0w to create a custom IPSW file. Once you have the signed IPSW, put your iPhone 4 into DFU mode and connect it to your computer. Open iTunes or Finder, hold down the Option key on Mac or the Shift key on Windows, and click Restore. Select the custom IPSW file you created to begin the downgrade process. Note that without saved SHSH blobs, a downgrade to an unsigned firmware version is generally not possible for the iPhone 4.

If you have the SHSH blobs from previous firmwares, you can use iFaith to downgrade back to that version. You will need the SHSH blobs and the IPSW file for the specific firmware you want to downgrade to. This process requires the device to be in DFU mode to accept the custom signed firmware.
