How to downgrade iPhone 5 from iOS 6.1.3 to 6.1.2

Since I got my iPhone 5, it has been stuck on activation and I do not have the original SIM card. Also, there is no jailbreak for it. Can someone help me?

It is not possible to downgrade the iPhone 5 from iOS 6.1.3 to 6.1.2. Apple has stopped signing the iOS 6.1.2 firmware, and since the iPhone 5 uses the A6 chip, it lacks the hardware exploits available on older devices like the iPhone 4 that would allow for downgrading without Apple's authorization. To bypass the activation screen without the original SIM card, you should try to obtain a SIM from the carrier the device is locked to or contact that carrier to request an official IMEI unlock.
