iOS 7 Beta 2 Crash on iPhone 4S

My iPhone 4S was running iOS 7 Beta 1 and I tried to install Beta 2 via OTA. Now the device is stuck in a boot loop showing the Apple logo and a progress bar that reaches 10% before restarting. I am unable to enter DFU mode or get iTunes to recognize the device. How can I fix this and restore my phone to a working state?

To fix an iPhone 4S stuck in a boot loop during an iOS 7 update, you need to force the device into DFU (Device Firmware Update) mode. Connect your iPhone to a computer with iTunes open. Hold down the Power button and the Home button simultaneously for exactly 10 seconds. Release the Power button but keep holding the Home button for another 10 to 15 seconds. The screen should remain black, but iTunes will report that it has found an iPhone in recovery mode. You can then click Restore to wipe the device and install a fresh version of iOS. If the Apple logo appears during this process, you held the buttons too long and need to start over.
