I am looking to find out if I can update my device directly from iOS 6.1.3 to iOS 7 beta 3, or if it is necessary to install beta 1 and beta 2 first. Additionally, if I have already installed beta 1, can I perform an over-the-air update to get directly to beta 3?

Yes, you can upgrade directly from iOS 6.1.3 to iOS 7 beta 3. You do not need to install the intermediate beta versions first. You will need to download the correct IPSW file for your device model. Connect your device to iTunes, hold the Shift key (Windows) or Option key (Mac) while clicking the Check for Update button, and select the IPSW file to start the process. If you are already using a beta version, you can also update to beta 3 directly using the Software Update feature in your device settings.
