Can I downgrade an iPhone 4S using a Gevey SIM on iOS 6.1.3?

I would like to know if it is possible to downgrade an iPhone 4S that is currently running iOS 6.1.3 and using a Gevey SIM for cellular connectivity.

Downgrading an iPhone 4S from iOS 6.1.3 is generally not possible unless you have saved SHSH blobs for the specific firmware version you want to move to. Apple stopped signing older versions of iOS for the iPhone 4S many years ago, which normally prevents downgrades.
