Can I downgrade my iPhone 3GS from iOS 6.0 to iOS 5.1 or 4.3?

I recently purchased an iPhone 3GS in India which is officially unlocked and has modem firmware 05.16.07. It originally came with iOS 5.0, but I updated it to iOS 5.1.1 and eventually to iOS 6.0. Because the battery life is poor on iOS 6, I want to downgrade to iOS 5.1 or 4.3. Is this possible without a jailbreak?

Downgrading an iPhone 3GS from iOS 6.0 to an older firmware version like iOS 5.1 or 4.3 is only possible if you have saved SHSH blobs for those versions. SHSH blobs are digital signatures that Apple uses to verify the firmware being installed. Once Apple stops signing a firmware version, you cannot install it unless you have those saved signatures from when the version was still active. Since you mentioned the phone is not jailbroken and you recently updated, it is unlikely you have these blobs saved. Without them, iTunes will not allow you to restore to iOS 5.1 or 4.3.
