My friend installed iOS 7 on her iPhone 4 and finds it runs too slowly. Is there a way to restore the device to iOS 6.x, and can it be done without using iTunes?

Downgrading an iPhone 4 from iOS 7 to iOS 6 is technically possible but requires that you have saved SHSH blobs for the specific version of iOS 6 you want to install. Because the iPhone 4 has a hardware-level exploit known as limera1n, you can use tools like iFaith or sn0wbreeze to create a custom firmware file using your saved blobs. If you do not have SHSH blobs saved from when Apple was still signing iOS 6, you cannot perform a standard downgrade. This process requires a computer to stitch the blobs and put the device into DFU mode for the restore. It is not possible to downgrade the operating system directly on the device without a computer.
