How can I fix the No Signal issue on an old iPhone 3GS?

I have an old iPhone 3GS running iOS 5.1.1 with the 05.13.04 baseband. It was previously unlocked using the iPad baseband, but after a factory reset and update to 5.1.1, it shows No Signal regardless of the SIM card used. How can I get it to accept a cellular signal again?
