WiFi and Bluetooth Not Working on iPhone 4s After iOS Update

I updated my iPhone 4s to iOS 7, but now the WiFi and Bluetooth settings are grayed out and not working. I also need to know the procedure for deleting downloaded apps to free up memory on my device.
