I have two iPhone 5 units on iOS 6.1.4 and an iPad 4 on iOS 6.1.3 and would like to upgrade them to iOS 7.0.4 and jailbreak. What is the best method to maximize flexibility for potential downgrades, and should I jailbreak iOS 6 first to save SHSH blobs before updating?

To transition from iOS 6 to iOS 7.0.4 while maintaining downgrade options, you should first save your SHSH blobs for the current firmware. For devices like the iPhone 5 and iPad 4 running iOS 6, you can use tools like iFaith or TinyUmbrella to backup your blobs. Once blobs are secured, you can proceed to update to iOS 7.0.4 using iTunes. Note that you can only restore to firmware versions that are currently being signed by Apple or for which you have valid SHSH blobs and a compatible restore tool. After successfully updating to iOS 7.0.4, you can perform the jailbreak using the Evasi0n7 utility. It is generally better to save blobs on your current version first because once you update, you cannot easily go back without them.
