How to unlock an iPhone 5 that is not activated

I have an iPhone 5 locked to AT&T that has been factory reset and is now stuck at the activation screen. I am located in India and do not have the original AT&T SIM card. How can I unlock the device so I can use it with a local carrier?

You do not need to have the device activated in order to unlock it. You can obtain the IMEI number from the activation screen by tapping the small i icon in the bottom right corner. Once you have the IMEI, you can request an unlock from the carrier. After the unlock is processed, insert a new SIM card and complete the activation process over Wi-Fi.
