I have an iPhone 5s running iOS 7.0.4 with many free and paid apps. I want to know if I can manually back up the iPhone before jailbreaking and then restore that backup afterward to ensure all my apps are preserved.

You should back up your iPhone using iTunes before starting the jailbreak. When jailbreaking iOS 7.0.4 on an iPhone 5s with Evasi0n, your apps and data usually remain on the phone. You do not need to restore the backup unless the device is wiped during the process. Note that standard backups do not save your Cydia apps or tweaks. To save those, you would need a utility like PkgBackup. For the best results, ensure you are using the correct version of the jailbreak tool for your firmware.
