My iPhone 4 is not running smoothly on iOS 7.0.4 and I want to downgrade it back to iOS 6.1.3. Is this downgrade possible and what steps are involved?

Downgrading an iPhone 4 from iOS 7 to iOS 6.1.3 is technically possible because the device has a bootrom exploit. However, to perform a standard untethered restore, you must have previously saved SHSH blobs for iOS 6.1.3. If you have these blobs, you can use a tool like iFaith to build a custom firmware and restore using iTunes. If you do not have blobs, your options are much more limited and may involve a tethered downgrade, which requires a computer to reboot the device. It is generally recommended to check for specific community tools like GeekGrade or similar legacy iOS utilities if you are comfortable with advanced restoration techniques.
