How to downgrade iPhone 4 from iOS 7.0.4 to iOS 6.1.3

My iPhone 4 is not running smoothly on iOS 7.0.4 and I want to downgrade it back to iOS 6.1.3. Is this downgrade possible and what steps are involved?
