I saved a backup of my iPhone 4S running iOS 6.1.3 before upgrading to iOS 7. Is it possible to revert to the older firmware version using that backup file?

No, it is not possible to downgrade your iOS firmware version using an iTunes or iCloud backup. Backups contain your personal data, settings, and app information, but they do not include the actual operating system (firmware). To downgrade iOS, Apple must be signing the firmware version you wish to install, which usually stops shortly after a new update is released. For an iPhone 4S, downgrading to iOS 6.1.3 is generally only possible if you have saved SHSH blobs for that specific device and use third-party tools. However, you can typically restore the data from an older iOS 6 backup onto a device running iOS 7, though you cannot restore a newer backup to an older firmware version.
