I am attempting to unlock an iPhone 3G with baseband 05.15.04 by installing the iPad baseband using Sn0wbreeze and Redsn0w, but the baseband version does not change.

To unlock an iPhone 3G on baseband 05.15.04, you need to use Redsn0w to update the device to the 06.15.00 iPad baseband. Once the baseband is updated, you can install UltraSn0w from Cydia to unlock the phone for use with other carriers. Be aware that this process is intended for older devices and has side effects, such as potentially losing GPS functionality or the ability to restore to stock firmware. After the update, you can often use Redsn0w again to downgrade the baseband to 05.13.04, which is unlockable and maintains GPS functionality.

You can use Redsn0w to jailbreak and install the iPad baseband 06.15.00 to enable an unlock for your iPhone 3G. Please be aware that this process has significant risks. Updating to the iPad baseband is permanent, voids your warranty, and prevents you from restoring to stock firmware using standard Apple methods. You will need to use custom IPSW files for future restores. To proceed, open Redsn0w and select your 4.2.1 IPSW file. Choose the options to Install Cydia and Install iPad Baseband. Follow the instructions to enter DFU mode. Once the process is complete, open Cydia on your iPhone, search for UltraSn0w, and install it. After a reboot, your device should be unlocked.
