How do I unlock an AT&T iPhone or iPad for use on other carriers?

I purchased an iPhone from eBay and need to unlock it from AT&T to use it on another network. I have tried contacting AT&T customer service without success. Does anyone know the official way to request an unlock or have experience with third-party unlocking services?

iPads are generally unlocked out of the box, so you typically just need to insert a different SIM card to use it on another network. You usually do not need to submit an unlock request to AT&T for an iPad.
