I have an iPhone with baseband 04.12.02 locked to Orange Austria. Does the official IMEI unlock service actually work, how long does it typically take, and what happens if the unlock fails after I pay?

Official IMEI unlocks are very reliable. I have used such services in the United States to unlock at least 25 iPhones with no problems at all. It really works, and once the official unlock is applied, you can update and restore your phone as many times as you like and it will remain unlocked.
