I bought an iPhone 4 that the previous owner upgraded to iOS 6. Since it has never been jailbroken, no SHSH blobs have been saved. Am I stuck on iOS 6, or is there a way to downgrade to iOS 5.1.1 without SHSH blobs?

Generally, you cannot downgrade an iPhone 4 to iOS 5.1.1 without saved SHSH blobs. Apple stopped signing iOS 5.1.1 long ago, and the device hardware requires these digital signatures to authorize a firmware installation. While there are tethered downgrade methods available for the iPhone 4 because of the limera1n bootrom exploit, these require you to connect the device to a computer every time it reboots. For a standard, untethered experience, you are limited to the versions Apple is currently signing for your device. Note that the iPhone 4 can be updated up to iOS 7.1.2, which was its final supported software version.
