GPS issues after downgrading from iPad baseband 06.15.00 to 05.13.04

I downgraded my iPhone 3GS from the iPad baseband 06.15.00 to 05.13.04 to restore GPS functionality. Although the downgrade was successful, the GPS status still shows a poor fix even after reinstalling Mobile Substrate and deleting location data. What could be causing this issue?

When downgrading the iPhone 3GS baseband from 06.15.00 to 05.13.04 to restore GPS, the system sometimes requires a network reset to function correctly. Go to Settings, General, Reset, and select Reset Network Settings. This will clear the cellular and GPS cache. If the problem persists, try toggling Location Services off and on. Historically, some users found that a complete restore to stock firmware followed by a fresh downgrade using the latest version of Redsn0w was the most reliable way to ensure the baseband was properly flashed. If software fixes fail, keep in mind that the iPhone 3GS hardware is prone to antenna degradation which can also result in a poor GPS signal.
