I have an iPhone 5s locked with an Activation Lock and I do not have the contact information for the previous owner. Is there a way to bypass this security feature through a paid or free service, even if the device is carrier-locked to Telus?

You can replace the logic board, but finding a usable one will likely not be cost-effective. These devices were designed this way to deter the market for stolen phones.
