How do I fix an iPhone 3GS stuck on the activation screen after updating to iOS 6.1.1?

I updated my iPhone 3GS to iOS 6.1.1 and now I am stuck on the activation screen. I do not have the original SIM card and cannot access the home screen. How can I activate or bypass this screen?
