I have an AT&T locked iPhone 4 (32GB) running iOS 6.1. It is jailbroken, but I need to unlock the 04.12.05 baseband to use other carriers.

The iPhone 4 with baseband 04.12.05 cannot be unlocked using software tools like ultrasn0w. The only way to unlock this specific baseband is through an IMEI factory unlock. Since your device is locked to AT&T, the best first step is to visit the AT&T device unlock portal and submit a request. If you meet their eligibility requirements, they will unlock the device for free. Once the unlock is authorized, you just need to insert a SIM card from a different carrier and connect the iPhone to iTunes to finalize the activation.

You can unlock this device via a factory IMEI unlock. Software tools like ultrasn0w do not support the 04.12.05 baseband.
