I have an iPhone 3G with modem firmware 05.15.04 and I cannot unlock it for use on other networks. How can I open it to all carriers?

Unlocking an iPhone 3G with modem firmware 05.15.04 is a legacy process that typically requires software modification because this specific baseband version is not natively unlockable by tools like UltraSn0w. Historically, users used Redsn0w to flash the iPad baseband (06.15.00) and then downgrade to a version like 05.13.04 which could be unlocked. However, the most reliable method today is to contact the original carrier for an official IMEI unlock, which allows the device to work on any compatible GSM network permanently.
