I am looking for an unlock solution similar to SAM for an iPhone 4S running iOS 6.1 that is currently locked to Softbank. I have tried several methods without success.

The SAM unlock exploit was patched by Apple shortly after its discovery. If you did not save your specific activation tickets while the exploit was active, you can no longer use this method to unlock your iPhone 4S. For a Softbank iPhone 4S on iOS 6.1, you would likely need to use a hardware interposer SIM like R-SIM or GPP, or purchase an IMEI unlock from a third party. Software-based solutions like ultrasn0w do not support the iPhone 4S baseband.

You can use the Cookie app from Cydia to manage your SAM activation tickets. This method works on iOS 6.0 through 6.1 but only for users who have previously saved their activation tickets while the exploit was active. You must use the original SIM card that was used when the tickets were first backed up. This method is compatible with iPhone 3GS up to baseband 5.16.08, iPhone 4 up to baseband 4.12.05, and iPhone 4S up to baseband 3.4.01 or 3.4.02. If you do not have saved tickets, this process will not work.
