I can't unlock my iPhone 3GS after updating to iOS 6.1.2

I recently purchased an IMEI factory unlock online, but after restoring via iTunes, I had trouble activating the device. To fix this, I downgraded the baseband from 6.15.00 to 5.13.04. While the phone is now activated, I get No Service when inserting a SIM card. Cydia is installed but crashes upon opening. When I attempt to reinstall it using evasi0n 1.5.3, I receive an error stating the device appears to be using a semi-tethered jailbreak. How can I resolve this and get my unlock working?

To fix the No Service issue on an iPhone 3GS running iOS 6.1.2, you can use sn0wbreeze to create a custom firmware and then install ultrasn0w.
Follow these steps:
1. Keep your baseband on 5.13.04.
2. Download sn0wbreeze v2.9.13 and the iOS 6.1.2 IPSW.
3. Open sn0wbreeze and browse for the IPSW, then select the appropriate bootrom.
4. Build the custom IPSW and restore your device with it via iTunes.
5. Once the phone is activated and jailbroken, open Cydia. Remove the repo666.ultrasn0w.com repository and then add it back manually.
6. Search for and install ultrasn0w, then restart your device.
Your SIM card should now have service.
