I have an iPhone 4S that is currently running stock iOS. Is it possible to backup my SHSH blobs without jailbreaking the device, or is a jailbreak required to access those files?

Yes, you can backup SHSH blobs without being jailbroken. SHSH blobs are digital signatures that Apple uses to verify the firmware version you are installing. As long as Apple is still signing a particular iOS version, you can fetch the blobs for your device using various third-party tools. You do not need to modify your software to do this. You can find more details in the tutorials listed here: www.iclarified.com/24537/save-your-shsh-blobs-for-ios-511-important. Note that while saving blobs is possible on stock firmware, the ability to actually use them for a downgrade depends on the specific device and whether a compatible SEP or baseband is available for that firmware version.
