Does Ultrasn0w 1.2.8 work to unlock iOS 6.1.3?

I restored my iPhone to iOS 6.1.3 and jailbroke it using Redsn0w. I then flashed the iPad baseband and downgraded it to version 05.13.04. I installed Ultrasn0w 1.2.8 and it successfully unlocked my device, even though some say it is not possible on this firmware. Why does this work and was the tool updated?

Ultrasn0w works based on the baseband (modem firmware) version of your iPhone rather than the iOS version itself. Because you downgraded your baseband to 05.13.04 using Redsn0w, Ultrasn0w 1.2.8 is able to interface with that specific modem firmware to perform the unlock. Even though you are running iOS 6.1.3, the underlying baseband is one that Ultrasn0w has supported for a long time. This is a well-known method for unlocking the iPhone 3GS on later firmware versions. It is important to note that Ultrasn0w only supports specific older basebands like 04.26.08, 05.11.07, 05.12.01, 05.13.04, and 06.15.00. As long as your device maintains one of these versions, the unlock will function correctly.
