iPhone 3GS stuck on activation after update with iPad baseband

I updated my iPhone 3GS to iOS 6.1.3 but I am now stuck on the activation screen. The device has the 06.15.00 iPad baseband installed. I am unable to bypass this with Redsn0w or perform a standard restore via iTunes. Is there a way to fix this?

To resolve the activation issue on an iPhone 3GS with the 06.15.00 iPad baseband, you cannot use a standard iTunes restore because the baseband version is higher than what the official firmware expects. You must use Redsn0w to bypass activation, which is also known as hacktivation.
1. Download the iOS 6.0 IPSW for the iPhone 3GS. Even if you are on iOS 6.1.3, Redsn0w requires the 6.0 IPSW for identification.
2. Open Redsn0w, click Extras, then Select IPSW and choose the iOS 6.0 file.
3. Return to the main menu, click Jailbreak, and follow the instructions to enter DFU mode.
4. Ensure the Install Cydia option is checked. This will jailbreak the device and bypass the Apple activation screen.
5. Once the phone is usable, you should use Redsn0w again to select the Downgrade from iPad baseband option to fix GPS functionality and allow for standard restores.
