I have an iPhone 4 running jailbroken iOS 5.1.1. Cydia shows SHSH blobs for 5.1.1 and 6.1.3, but I want to update and jailbreak to iOS 6.1.2 specifically. Is it possible to upgrade to iOS 6.1.2 without having the SHSH blobs for that version?

To upgrade to a specific version of iOS that Apple is no longer signing, you must have saved SHSH blobs for that exact firmware version. Since you only have SHSH blobs for iOS 5.1.1 and iOS 6.1.3, you cannot upgrade to iOS 6.1.2. Your only upgrade path to iOS 6 would be iOS 6.1.3. For future reference, always make sure to save your blobs using tools like TinyUmbrella or Cydia while a firmware version is still being signed by Apple.
