To downgrade an iPhone 4S from iOS 6.1.3 to iOS 6.1.2, you must have previously saved the SHSH blobs for iOS 6.1.2. Because Apple stopped signing iOS 6.1.2 many years ago, it is impossible to perform this downgrade without those unique digital signatures. If you do have the blobs, you could historically use tools like redsn0w or iFaith, but please note that for most users, this downgrade is no longer achievable without those specific files.
