To downgrade the iPad baseband (06.15.00) on an iPhone 3GS, you should use the Redsn0w jailbreak tool. First, download Redsn0w version 0.9.14b2 or later. Launch the application, click Extras, then Select IPSW to point to the firmware version currently running on your device. Return to the main screen and click Jailbreak. Ensure that only the Downgrade from iPad baseband option is selected and uncheck Install Cydia if it is already on your phone. Follow the on-screen instructions to put your iPhone into DFU mode. The process will flash a compatible baseband, such as 05.13.04, which restores GPS services and allows for standard restores through iTunes. This method is verified to work for both old and new bootrom iPhone 3GS models.
