I want to install Cydia but I am having trouble getting it on my iPhone 4S running iOS 6.1.3. Please help me with the downgrade or jailbreak process.

To jailbreak iOS 6.1.3 on an iPhone 4S, you should use the p0sixspwn jailbreak tool. This tool provides an untethered jailbreak for your device. As for downgrading to iOS 5.1.1, this requires SHSH blobs that were saved specifically for your iPhone 4S while Apple was still signing that firmware. If you do not have those blobs, you cannot downgrade to iOS 5.1.1. Most users will find it much easier to jailbreak the current iOS 6.1.3 firmware to get Cydia.
