Apple has seeded a fourth beta of iOS 8.3 to developers for testing and a second beta of the firmware to public beta testers.
The iOS 8.3 Beta includes improved performance, increased stability, bug fixes, and a redesigned Emoji keyboard. This release also supports additional language and country support for Siri: English (India, New Zealand), Danish (Denmark), Dutch (Netherlands), Portuguese (Brazil), Russian (Russia), Swedish (Sweden), Thai (Thailand), Turkish (turkey).

I think the second beta has the rest of the ios beta other than CarPlay. Maybe it's that.

A completely new ios means major changes. Save it for ios 9, in the meantime, it won't be so much trouble to ask to jailbreak to get whatever simple you are wanting.
