6.1.4 (OEM) to 7.0.4 (jailbreak)

I have two iPhones on 6.1.4 and an iPad 4 on 6.0.2 and would like to upgrade AND jailbreak. What's the best "order"?
What would be the best method that gives me max flexibility to possibly downgrade? e.g. first jailbreak ios 6, save SHSH blobs, update to 7, then jailbreak again? or update to 7 then jailbreak? or?!?

Correction: iPad 4 is running 6.1.3. The iPhones are both iPhone 5.
