iOS 8 will be available Wednesday, September 17 for everyone, but developers can download the final version of iOS 8, barring any major bugs, today.
The gold master (GM) seed is now available on the Apple Developer website, but remember you cannot update via OTA for a GM seed. With previous gold master seeds, a developer accounts not needed to install iOS, however we have not tested this on iOS 8. Either way, we recommend you wait until the official release on September 17.
The new GM build is 12A365, while the previous seed was 12A4345d.

How were you able to get iOS 8 GM on the iPhone? I'm still having issues with it.

The solution for me was:
Plug the iphone to a PC with itunes. Put iphone in DFU. Restore pressing Shift and select the iOS 8 golden master. After that, once installed, plug into my Mac with Yosemite and restore my last backup (from yesterday).
This should work.
Sorry for my english
