I've installed it and it works after a clean install with Pawntools. But as soon as I reboot, the iPhone doesn't start. :(

no jailbreak what s joke who is daft enough to upgrade to 3.1.3 and lock there phone anyway without a jailbreak ffs the 3.1.3 contained shite lies anyway it was apple little effort to stop you jailbreaking new boot rom even more thickos
