Du, a mobile carrier in the UAE, has confirmed that the iPhone 4's Facetime feature won't be available in their country.
Our iPhone 4 customers won't be able to make Facetime calls, as this feature is currently unavailable in the UAE.
Sorry but it's disabled in all iPhone 4 models in the UAE.
There's little we can do about it, but we'll keep you posted in case of further updates.
The exact reason for the lack of Facetime isn't clear; however, it's thought that the government may be involved in the restriction.

Very strange comment as I had a facetime call with Dubai only this morning and yesterday as well.
Maybe the provider Etilisat is still providing facetime

I don't think the middle iPhones will have iPhone 4 facetime at all. At least any time soon: I think those greedy mobile carryer owners didn't much like the idea of frea crystal clear VIDEO calls with no charger ;)
