AT&T has confirmed that it plans to launch a database of stolen phones next week, according to a statement received by MacRumors.
As announced in April, AT&T is creating a stolen phone database to prevent devices reported stolen from accessing wireless networks. We will install this availability next week for AT&T phones on our network and are working toward a cross-carrier solution later this year.

An activated sim card still won't work. The phone's IMEI will be in their system as being stolen.

Should have been done long time ago by all the providers for all phones possible in collaboration with the makers of the phones, somehow making stolen phones useless in and out of country. Bad ESN is not always a stolen phone, sometimes it is because of bills not paid.

Im working on a way to spoof the serial number right now. By the time AT&T launches their blocking service, i will have instructions over youtube. And then you can steal all the phones you want. Just try not to yank anybodys finger off. You could get 25 years. Which equals no apple products for you.

What happens if someone sells you a phone then later reports it stolen
