Apple has released OS X Mavericks Developer Preview 4 via Software Update.
The update is recommended for all users running OS X Mavericks Developer Preview 3.

What is the difference between releasing mavericks and ios? Both can be downloaded via dev site and it's or updates. Why has mavericks beta 4 been released and ios 7 beta 4 not?

Because of the hacking of the Apple developers web page, it's would have been held back until developers can access their accounts.

iBooks won't be included in Mavericks. Like iOS, it will be a download from the Mac AppStore. On release of Mavericks it will be added then, not before.
