Apple doesn't seem to have much to offer on iOS 9. It seems they are focusing on bugs rather than new software or hardware features.

You have no way of proving something that's not confirmed yet especially by whatever has been mentioned by far, but if you compare iOS to past iOS releases, think about how much effort Apple will put into 9. Apple days are never over if hey aren't dead.
