Taig has just released a untethered jailbreak for iOS 8.3.
The jailbreak supports all devices on iOS 8.1.3 - iOS 8.3 and can be installed via an updated 2.0.0 jailbreak utility that is currently available for Windows only.
----- 1. Since Cydia Substrate (Mobile Substrate) is not compatible of iOS 8.2,8.3, some plug-ins are not available after the jailbreak. Please wait patiently for its update. For the latest information, please follow @taig_jailbreak on Twitter or install 3K Assistant.
2. Because of the unique characteristics of jailbreak, please backup your data before jailbreak. Backup Tutorial
3. Please turn off passcode and Find My iPhone before jailbreaking.
4. If there is a warning of “Storage Almost Full”, please run Cydia.
5. If jailbreak failed, turn off WIFI and try again. If failed again, please use TaiG Pro to restore and try to jailbreak again.
6. TaiG Jailbreak V2.0.0 supports iOS 8.1.3-iOS 8.3 untethered jailbreak. Currently iOS 8.3 is relatively stable. So we strongly recommend you to update your device to iOS 8.3 with TaiG Pro before jailbreak. -----
You can download the Taig Jailbreak Utility 2.0.0 for Windows from here.
We'll be posting a tutorial on how to jailbreak your device very shortly. Please follow iClarified on Twitter, Facebook, or RSS for updates.

As @i0n1c noted, a kernel patch (on CS_RESTRICT) is the simple fix for Substrate on iOS 8.3; @taig_jailbreak should have an update out soon. As jay freeman "saurik" wrote on twitter.

Ive tried it on a 32 and 64 bit windows PC.
Any ideas?

Meh.. if this means there won't be an immediate 8.4 jb, then what's the point? However, if this does not affect the final 8.4 (which I strongly doubt) then I understand releasing now.

Where are all "extensions" in Settings gone? I cannot longer see my apps in Settings like Slices, Watusi, Zepellin, etc. after I reinstall everything...

Update apps from App Store seems to be restored after remove 3K store installed in jailbreak. My advice is do not install 3K wen you use this jailbreak. Everything else seems to work properly.

When I try to move apps around or delete apps, it gets stuck and have to reboot phone. Anyone have similar issue?

The jailbreak worked fine for me...but now I have lost the ability to update apps through the App Store. Anyone else having this issue?

I also discovered I can't install new apps either. I'm using the iPhone 6 Plus. I guess I will try a restore once I get home from work and try again.

You must completely uninstall your iTunes and all of its components in order to install the older version of iTunes which is supported. iTunes64Setup_12.0.1.26
P.S. Restart your PC when the uninstall is completed ( before trying to install the other version ... Find 32 or 64bit version of iTunes 12.0.1.26 depending on your pc's architecture.
