Apple seeded iOS 9 beta 4 to developers earlier today.

Here's a look at what's new...

I have difficulty with developer's language: "● New interface for Handoff that displays a banner at the bottom of the multitasking switcher rather than a card." What does Handoff mean? Multitasking switcher? Not sure what you are talking about. instead of a card? what card? Are you adding to the confusion or is this new version supposed to improve things?

With handoff I use my watch to read on Twitter then can open if on my phone and there's a little icon on the bottom left of the lock screen same with things like Siri, when it needs to use the web browser, not sure about any of the others (:

Handoff lets you work on for example mac and then continue on iPhone via the little icon in bottom left corner on lock screen. In iOS 9 the multitasking switcher (the thing that appears after you double press the home button) is made up of cards overlaying each other. If your iPhone is unlocked and you want to use handoff you can do so here in multitasking switcher and whereas before there used to be an extra card (the thing representing an open application), now there is a small bar at the bottom of the multitasking switcher.

I'm not sure whether it was observed earlier by others. In public beta, following are the new changes. 1. We have the option to customize the assistive touch. You can add from 1 to 8 options. 2. Telugu keyboard included. 3. Traffic conditions is a default widget.

Just delete the profile for public beta and reboot. After that the beta 4 will pop up

All the icons are smaller and more rounded to match the watch. Was the biggest one I noticed right away.

No, this is only for devs right now. Public betas aren't as frequent.
