Apple has seeded the first beta of OS X 10.11.4 El Capitan to developers for testing. The build number is 15E27e.

The OS X El Capitan 10.11.4 update improves the stability, compatibility, and security of your Mac.

All these beta updates and we see no fixes and new features. Apple should stop releasing these betas if nothing gets fixed. Safari is still a mess.
