Apple has released iOS 12.1.3 beta 3 to developers for testing. The build number is 16D5037a.
The new firmware contains bug fixes and improvements, including:
● Accessibility Resolved Issues: Resolved an issue where some user interface elements were inaccessible to VoiceOver in the “Electrocardiogram (ECG)” and “Irregular Heart Rhythm Notification” sections in Health > Health Data > Heart. (46505168)
● Core Audio Resolved Issues: Audio performance when using some third-party apps is improved on iPad Pro 12.9-inch (3rd generation) and iPad Pro 11-inch models. (46037111)

Hmm. Those ‘new features’ sound pretty slim. No fix for widespread internet/mobile outages, and as expected, nothing to address the iPhone X. Seems Apple’s new strategy is to ignore all outstanding features rather than to address past failures. Tim Cook should recognize these issues so recent errors can be fixed.
