Apple has released iOS 12.1.3 beta 4 to developers for testing. The build number is 16D5039a.
The new firmware contains bug fixes and improvements, including:
● Accessibility Resolved Issues: Resolved an issue where some user interface elements were inaccessible to VoiceOver in the “Electrocardiogram (ECG)” and “Irregular Heart Rhythm Notification” sections in Health > Health Data > Heart. (46505168)
● Core Audio Resolved Issues: Audio performance when using some third-party apps is improved on iPad Pro 12.9-inch (3rd generation) and iPad Pro 11-inch models. (46037111)

Apple sure doesn’t include much on these releases. All four list the same two minor ‘fixes’, which don’t seem worthy of a separate release, but whatever they did fix, four separate sub releases mean they fumbled it anyway.
Face it folks, this is the new face of Apple: never admit losses, never admit mistakes, never report what a new release actually does, and never own up to anything. Only, unlike with Steve Jobs, now everyone releases details to the press (in time).
