Apple has posted a list of the countries where Blood Oxygen monitoring via Apple Watch Series 6 is available.

The Apple Watch Series 6 is available in Silver, Space Gray, Gold, RED, and Blue colors starting at $399.
It’s not limited by a country as such - the hardware is there, but Apple want clearance from the medical authentication body in each country so it can be used as a medical aid rather than just another feature such as ecg’s on Samsung watches have been around for months but they had no clearance so no proof of accuracy etc. Apple want to show that their features work and are backed by relevant authorities in the field.
