Apple notes that this beta version of iOS should only be deployed on devices dedicated for iOS 16.5 beta software development.
The previous beta added the ability to start a screen recording using Siri; as well as, a Sports tab in Apple News.
Developers can download the new build at the link below. It's unclear if any new features have been added but you can download the iClarified app or follow iClarified on Twitter, Facebook, YouTube, and RSS to be notified if we spot any new features.

I am regretting because I updated to ios 16.4.1 is so slower everything opening apps on my iPhone 11 pro ios 16.4 was great! Ipad 6 ios 16.4.1 slower !!!
