it says on the evasion that it is not compatible to my version. I followed the instructions. i downloaded all the new updates but still doesn't work.

Yes. it will. The restore function is for you to use the downloaded Ios 7.0.4 and use it on Evasion. Even if you're already on 7.0.4, it does not matter and just carefully follow the steps.
