Apple has released iOS 13.3.1 beta 3 and iPadOS 13.3.1 beta 3 to developers for testing. The build number is 17D5050a.
The last beta of iOS 13.3.1 introduced a new toggle that lets users disable Location for Networking & Wireless. It's also likely that Apple has fixed a Screen Time bug that allowed children to communicate with anyone who contacts them.
